These include schools, clinics medical colleges, environmental and self-help schemes. ROKPA is a Tibetan word meaning help.   1. Problem: The rural population has practically no schools. In the past, education was the responsibility of the monastery, with a fifth of the male population becoming monks. Since the demise of the monasteries, the people have been too poor to set up schools, and where some do exist, the quality of teaching is very low, there has been too little specialised training for so long.
  2. Solution: Children from the most poor Tibetan nomadic and farming families are selected, especially orphans, and those single parent families, with an emphasis on the choice of girls. After completing their primary education paid by ROKPA the children take an entrance examination for the local government secondary school. Within the broad category of secondary and higher education, ROKPA channels funds to various institutions covering the full range of needs. These include technical schools, as well as teacher training colleges, and various colleges and universities at monastic centres.
